State Authorization Complaint Contracting for Independent Institutions

Some private nonprofit postsecondary educational institutions in California can enter a contract with the Bureau for Private Postsecondary Education (Bureau). This contract allows the Bureau to review and, when appropriate, act on complaints about the school.

Who can contract with the Bureau?

To be eligible, your institution must meet all the following:

  • Be a private (nonpublic) college or university that offers undergraduate or graduate degrees, or both.
    Based on California Education Code (CEC) Sections 94874.9(a) and 66010(b)
  • Be formed as a nonprofit corporation in California.

    If your school operated as a for-profit at any time on or after January 1, 2010, you must notify the Bureau as required by CEC Section 94874.1(a)
  • Be accredited by the Western Association of Schools and Colleges (WASC).
